Pam McFarland’s 43 years of experience began when she entered the property field while serving in the United States Air Force. While awaiting her security clearance, she was temporarily assigned to the property book office where she quickly learned the basics of Government Property. After completing her tour, she went to work in Industry where she rapidly “rose up the ranks” to Manager of the property organization for her company. She has worked for a division of United Technologies, Lockheed Martin, Boeing Aerospace, The Boeing Company, and Raytheon Technologies where she held the position of Sr. Manager of Government Property Compliance for her business unit until retirement in 2024.
Pam's diverse work experience includes management of Government property accountable to all types of contracts for commercial, DoD, NASA, and other Government agencies. Pam was the Corporate property management representative for Raytheon Technologies and past chair of the Government Property Systems Committee (GPSC) for both National Defenses Industrial Association (NDIA) and Aerospace Industries Association (AIA). During her tenure as chair with AIA, a reorganization occurred where the Government Property committee was not going to be included in the AIA. She researched and reached out to many different associations to determine the best fit for the GPSC committee and brought our committee to NDIA. In 2023, Pam received the NDIA Procurement Divisions inaugural award titled “The Jon Etherton Lifetime Achievement Award” and the NPMA’s “Andrew C. Anderson Lifetime Achievement Award”.
Pam has worked with several Government agencies to create the current Contractor Self-Assessment (CSA) program that is utilized by Raytheon Technologies. This program has been recognized by the Navy, Defense Contract Management Agency, and Missle Defense Agency, along with other customers, as an “Industry Leading Practice”. During her tenure at Raytheon, they were the only contractor to receive DCMA Property Director approval for the CSA program.
Pam is also a member of the National Property Management Association (NPMA) and has received her accredited Certified Professional Property Manager certification. She has also been recognized by the NPMA as a Consulting Fellow, which is the highest recognition bestowed on its members by the NPMA to provide expertise to its members, where she has served as a Secretary and Past Chair of the Council of Fellows. Throughout her career she has held many offices within the National Property Management Association’s Chapters, including Secretary, Vice President, and President of 2 chapters. She has made many contributions to the property field through training and dedication to her profession.
Pam has won numerous literary awards for her articles titled, “The FAR Re-write and It’s Effects on Contractors”, “Contractor Risk Assessments – Risky Business”, “Contract Closeout Standardization – The Good, The Bad, and The Ugly”, awarded by the NPMA during their National Educational Seminars. She has also been published in the NPMA “Property Professional: Leaders in Asset Management” magazine.
